Position Title:    Associate Director, Special Collections & Archives

Reports to:         Project Director, Qatar National Library, Qatar Foundation

Job Purpose:

Qatar National Library (QNL) is a new project of Qatar Foundation in
Education city, Doha, Qatar. A new building is in construction and will be
open End of 2014. The integration of the existing Heritage Library is an
important part of the new Qatar National Library.  This senior management
position provides leadership, strategies and planning to develop a
comprehensive program that will interpret and access Qatari and Arabic
heritage materials. This will reflect both historic and contemporary
experiences of Arabs in Qatar and in the Gulf region. The position will
develop a national preservation collection through an existing Heritage
Collection, a new Gulf Collection, Qatar Foundation Archives and other
collection building activities. The position reports to the National Library

Job Dimensions:

Number of Staff Supervised: up to 13

Key Result Areas:

Provide strategic planning and operational management to create, develop,
maintain, digitize, interpret and access Qatari and Arabic heritage
materials; Provide collaborative strategic planning and leadership for the
overall management, administration, budget and operations of the National
Library; Develop collection, conservation, preservation and digitization
strategies for archival and special collections conforming to best practices
and standards; Ensure the collection of heritage materials published,
produced, or created in Qatar, and materials published or produced in
another country where the creator is Qatari, or where the publication or
record has a Qatar subject; Manage an archival program for the National
Library to ensure the preservation, conservation and access to the
permanently valuable materials and records of the Qatar Foundation; Identify
opportunities and develop special projects to build complete historical
records of Qatar; Recommend and manage the budget of Special Collections &
Archives; Promote Arabic heritage and culture through information services,
publications, public lectures, outreach, and curriculum support and
recreational reading; Ensure that Special Collections & Archives goals,
objectives, policies and programs integrate with overall library policies,
programs and procedures, such as in Collections, Instruction, Reference and
Circulation; Ensure that use of special collections and archives complies
with Intellectual Property Rights and practices; Ensure compliance to
academic practices and regulations ; Manage the Special Collections and
Archives staff which comprises 6 professional librarians and 7 library
support staff; Foster a positive work environment within the National
Library by creating cross-departmental conditions for staff to excel through
effective team building, mentoring and staff development opportunities;
Manage special projects such as World Digital Library (WDL) and QF/ British
Library projects (QF/BL/ promoting use and access to special collections;
Collaborate in the establishment of metadata and discovery tools;
Keep abreast of developments, trends and issues in all areas of
responsibilities; Contribute to the profession by publishing, presenting or
participating in professional organizations; Participate in teams and
committees to set up the National Library and explore opportunities for
growing and improving the National Library; Perform miscellaneous duties and
conduct special projects as required.

Operating Environment, Framework, Boundaries

Would be housed in the Heritage Library, Doha Qatar, later in the new QNL
Building in Education City of Qatar Foundation, Doha Qatar

Communications and Working Relationships:

National Library Director – on strategic directions, work progress and
feedback;             AD Public Services on Collection Policy development
and collections budget allocation; AD Administration and Planning – on
procurement, staff and budget requirements and allocation; AD Library
Information Technology – on hardware, software and access issues to ensure
implementation of appropriate information technologies; AD Technical
Services – on acquisition of materials and input for creation of metadata;
Faculty, scientists, scholars and students – on user needs; Qatar Foundation
Headquarters and Directorates – on identifying and reviewing new/existing
partnerships; QF Records Management to identify permanently valuable
materials for inclusion in QNL Archives; Library partners/stakeholders and
cultural organizations in Qatar – on the development of collections,
services and programs; Partner institutions such as Library of Congress:
World Digital Library Office, WDL Arab Peninsula Regional Group, British
Library and newly identified partners – on managing projects effectively and
within budget

Problem Solving & Complexity:

Considerable skill is needed to make the best long and short term decisions
about collections to build the Qatar heritage collection. The position also
requires a high level of interpersonal skills and diplomacy to manage
successful collaboration across organizational, national and cultural

Knowledge, Skills & Experience:

Masters degree in Library or Information Science accredited by the American
Library Association or foreign equivalent or equivalent proofed knowledge in
heritage library collections

–              Additional Masters or PhD in Middle Eastern Studies would be
an asset

–              At least 8 years of managerial experience in special
collections and archives

–              Demonstrated leadership ability with strong supervisory

–              Curatorial skills and thorough understanding of archival

–              Knowledge of preservation methods and practices.

–              Knowledge of records management practices.

–              Knowledge of copyright law, Intellectual Property Rights and
other laws and regulations affecting access to and reproduction of Qatar
Foundation records and special collections materials

–              Understanding of digitization technologies and their
applications to special collections

–              Knowledge of metadata standards and their applications to
special collections

–              Demonstrated ability to establish and cultivate donor

–              Strong communication and presentation skills in English.
Arabic speaking skills would be an asset

–              Commitment to serve a diverse student body, faculty, and
staff and the general public

–              Record of participation in library professional organizations
